Resolution Criteria

This market will resolve to “Yes” if Cloudflare reports a Nationwide internet outage in Cuba, caused by a power outage, which begins any time between market creation and the specified date, 11:59 PM UTC. Otherwise, this market will resolve to “No”. A qualifying outage must be labeled by Cloudflare on its Cuba page (https://radar.cloudflare.com/traffic/cu), under the Internet Outages section with Type “Nationwide” and Cause “Power Outage”. However, if Cloudflare changes its reporting terminology or organization, an entry with equivalent labels indicating a nationwide internet outage caused by a power outage will qualify. A qualifying outage must begin, per Cloudflare's reported start time, by the specified date, 11:59 PM UTC. However, the qualifying label need not be published by then: if Cloudflare reports an outage or internet disruption which is ongoing or has ended within the previous 48 hours at 11:59 PM UTC on the listed date, this market will remain open until 11:59 PM UTC on the third calendar day following the specified date to allow for confirmation of whether the incident qualifies. If no potentially qualifying outage has been reported by Cloudflare by the specified date, 11:59 PM UTC, this market will resolve to “No” at that time. This market will resolve to 'Yes' as soon as Cloudflare reports a qualifying outage within the applicable resolution period, including an outage whose labels are revised to qualify within that period. The resolution source for this market will be Cloudflare Radar (https://radar.cloudflare.com/traffic/cu). Note: this market does not require Cuba's internet traffic volume to fall below any specific threshold.
