Resolution Criteria

This market will resolve to “Yes” if, according to the ISW map, Russia militarily captures the entirety of Donetsk Oblast by the specified date, 11:59 PM ET. Donetsk Oblast will be considered captured when the entirety of the below-specified municipalities is simultaneously shaded red on the ISW map (https://storymaps.arcgis.com/stories/36a7f6a6f5a9448496de641cf64bd375) by the resolution date. If those areas are not simultaneously shaded red by the resolution date, this market will resolve to “No”. The relevant municipalities in Donetsk Oblast that must be simultaneously captured in their entirety are: Kramatorsk, Sloviansk, Kostiantynivka, Druzhkivka, Pokrovsk, Dobropillia, Oleksandrivka, Cherkaske, and Sviatohirsk. For any change on the ISW map to qualify for this market’s resolution, the relevant shading indicating Russian control must persist through the next full ISW daily update cycle. If ISW skips a day, shading must persist until the next finalized ISW update is published, regardless of the date. Any continuous shading which reflects either “Assessed Russian Control”, “Assessed Russian Advance In Ukraine”, or “Assessed Russian Gains in the Past 24 Hours” will qualify. “Assessed Russian Infiltration Areas in Ukraine” will not qualify. The territory of a municipality is shaded in light grey and is distinguished from bordering municipalities with a darker grey line. If all area within a municipality is shaded in red, however, the shading does not precisely match up with the border such that there is a tiny amount of grey along the border of the city, this may still qualify. Once Russia has captured the entirety of the above-specified municipalities simultaneously, any subsequent loss of control will not be considered towards the resolution of this market. The primary resolution source for this market will be the ISW Ukraine map. If the ISW map is rendered unavailable, information from DeepStateMap (https://deepstatemap.live/) may be used. If information from both the ISW and DeepStateMap is rendered permanently unavailable, a consensus of credible reporting may be used. Note: 1. Any temporary glitches or errors in the map will not be considered. 2. If Russia comes into control of this territory as a result of a negotiated settlement, this will not qualify, regardless of whether it is shaded red in the ISW map. Similarly, an announcement of a negotiated settlement that gives Russia de jure control will not qualify. Control must be established through military conquest.

Prediction markets place this outcome as a heavy long-shot: Russia capturing the entirety of Donetsk Oblast — including Kramatorsk, Sloviansk, Pokrovsk, and six other specified municipalities — by 30 June 2026. Volume is heavily concentrated on 'No' or longer-dated resolution, with the nearest deadline attracting only marginal backing. Resolution requires simultaneous full military control of all nine named municipalities as verified by the ISW Ukraine map.

Market structure

The market offers three outcomes tied to different resolution deadlines, with the 30 June 2026 and 31 December 2026 windows both attracting only minimal backing — volume is overwhelmingly concentrated against resolution within the specified timeframe. Resolution requires the ISW Ukraine map to simultaneously shade all nine named Donetsk municipalities red under qualifying control designations. The primary source is the ISW ArcGIS map; DeepStateMap and credible reporting serve as fallbacks. Negotiated settlement does not qualify — military conquest is required.

Background

Donetsk Oblast has been a central theatre of the war in Ukraine since Russia's full-scale invasion in February 2022, and Russia has held portions of the oblast — including Donetsk city — since 2014. Russian forces have made incremental advances across the region since 2022, capturing significant urban centres such as Bakhmut in 2023 and Avdiivka in early 2024. However, the western and northern portions of the oblast, including the Kramatorsk-Sloviansk urban agglomeration and Pokrovsk, remain under Ukrainian control. The nine municipalities specified in this market's resolution criteria represent the bulk of the remaining Ukrainian-held territory in Donetsk Oblast, encompassing major logistics hubs and population centres that Ukraine has heavily defended.

Key factors

The pace of Russian advance in Donetsk has been measured in kilometres per month rather than large operational leaps, making the capture of nine distinct municipalities within a compressed timeframe structurally contingent on a significant acceleration of tempo. Key decision points include the trajectory of fighting around Pokrovsk and Kostiantynivka, which have been active fronts, and whether Ukrainian defensive lines hold or collapse in ways that open flanking routes to northern cities. Any ceasefire or peace negotiation process would not qualify for resolution — only unambiguous military conquest counts — meaning diplomatic developments could freeze lines short of full capture. Western military aid flows, Ukrainian mobilisation capacity, and Russian operational culmination points all bear on how quickly or slowly the front moves. The resolution mechanic also requires simultaneous control of all nine municipalities, meaning any one city holding out resets the clock regardless of progress elsewhere.

FAQ

How is the 'Russia captures all of Donetsk Oblast' market resolved?

Resolution requires the ISW Ukraine map to simultaneously shade all nine specified municipalities — Kramatorsk, Sloviansk, Kostiantynivka, Druzhkivka, Pokrovsk, Dobropillia, Oleksandrivka, Cherkaske, and Sviatohirsk — in qualifying red shading, persisting through at least one full ISW daily update cycle. Negotiated settlement does not count; only military conquest qualifies.

When does the Russia captures Donetsk Oblast market resolve?

The nearest resolution deadline is 30 June 2026 at 11:59 PM ET. A second window closes 31 December 2026. If qualifying simultaneous control is not confirmed on the ISW map by the relevant deadline, that outcome resolves 'No'. The market offers three distinct outcome slots tied to different dates.

What happens if Russia gains control through a peace deal rather than military conquest?

A negotiated settlement explicitly does not qualify for resolution, even if the ISW map reflects changed shading as a result. An announcement granting Russia de jure control through diplomacy is also excluded. Only territory brought under Russian control through verified military conquest satisfies the resolution criteria.

What does the market currently show?

Volume is heavily concentrated against resolution within either specified timeframe. The June 2026 deadline is the most marginal outcome, attracting only minimal backing. The December 2026 window draws slightly more interest but remains a small-minority position. The broad market consensus reflects the scale of territory still required to be captured.
